Basically yes, the scripts are encrypted by cfx.re which means that you won't be able to see the source code.
[2] - Do I need a specific version of game build?
For most of the scripts you don't. But there are scripts which require specific gamebuild which will be announced in the script's details. We recommend to always keep your server's gamebuild updated to avoid game crashes, and get new features.
[3] - Do I need to pay monthly for the script?
No, you only pay once for the product in order to get it.
